Get a simplified set risk records for a given scenario.

get https://{baseUrl}/api/risks/getByOrganizer/{organizerId}/{moduleName}

The results are ordered by risk statement. Deep linking allows this endpoint to find risks
regardless of which level they were attached.

(1) The caller is not authenticated with RegScale.

        (2) The caller does not have the following roles: Administrator, GeneralUser, Manager, SecurityPlanUser,
        SupplyChainUser, PolicyUser, ProjectUser, IncidentUser, IssueUser, RiskUser, ReadOnly

        (3) The caller does not have access rights.
